Implementation of the Terminal Fee Integration Program

The Embassy is pleased to announce to all Filipinos in Kuwait that EFFECTIVE 01 November 2014, the Department of Transportation andCommunication (DOTC) will be implementing the International Passenger Service Charge (IPSC) Integration Program, commonly known as the airport terminal fee. This shall be incorporated into the cost of airline tickets at point of sale.

The aim of the integration scheme is to address the congestion in all Ninoy Aquino International Airport {NAIA) terminals, caused by the increasing volume of passengers, through the adoption of measures to reduce the processing time of passengers, thereby promoting smoother, more convenient and hassle-free travel experience. The integration scheme will also conform to international standards and practices of airports worldwide. As 1is, the Philippines is one of the only a handful of countnes where queuing to pay the terminal fee is in place.

The integration will be implemented simultaneously by all airlines worldwide and shall also cover passengers transitng Manila to any destination potnt.

The Integration Program honors and recognizes all terminal fee exemptions mandated
by law. These are:
• Overseas Filipino Workers (OFWs) with valid Overseas Employment Cenificates (OECs)
• Muslim pilgrims endorsed by o›e National Commission on Muslim Filipinos (NCMF)
• Athletes endorsed by tt›e Philippine Sports Commission (PSC)
• Others authorized by the Of5ce of the President for exemption

The followng circumstances, however, will casue the terminal fee from being collected from exempt passengers:
• Airline tickets purchased online
• Airline tickets purchased abroad
• If no exemption certificate is presented when an exempted passenger purchase a ticket over tt›e counter from an airline or Oavel agent in PHL

In such cases. refund is allowed for exempted passengers who have been charged a terminal fee. To facilitate the refund process, the following documents must be presented:

I For OFWs
• Airport copy of OEC
• Any of tt›e following showing payment of the terminal fee:
– E-ticket
Itinerary receipt with O.R. or invoice
• Boarding Pass

II For Muslim Pilgrims, Athletes and Others
• MtAA Exemption Certificate
• Any of the following showing payment of the terminal fee:
– E-ticket
Itinerary receipt with O.R. or invoice
• Boarding Pass

Refunds can be processed and paid at the NAIA terminals on the day of departure, 24 hours daily; or at the MIAA Administration Building, Collection Office, Ground Floor, MlA Road, Pasay City. from B:00 a.m. to 5.00 p.m., Mondays thru Fridays except holidays.

In future, the integration program will Ie more convenient for OFWs, as exempbons will be recognized even overseas. POEA is now testing a system whereby OFWs will be able to secure OECs online. Tt‹e POEA database will then be linked to tf›e airlines and travel agencies. Once the link is established, validation of OECs and exemj›tion from payment of the terminal fee will be feasible, regardless where the airline is issued.

In view of tt›e implementation of the program, all Filipino Organizations in Kuwait are
requested to disseminate the above information to all its members for information.
